U.S. Central Command announced on 1 Sep that U.S. forces struck a number of Iranian targets along the Strait of Hormuz, including two unidentified vessels, resuming an aerial campaign after a period of relative pause. Iran struck at least 13 commercial vessels in August, the most recent a Monday attack on the crude oil tanker MT Sidr (IMO: 9854715), which left two seafarers dead. Iranian parliamentary spokesman Hassan Ghashghavi characterized the ongoing exchange as “an existential war with America,” rejecting the legitimacy of the U.S. naval blockade. Treasury Secretary Scott Bessent has touted daily oil throughput figures (10–17 million barrels), but maritime analysts caution that transit data lags roughly a week because many vessels switch off AIS for the passage, and appetite for the transit risk could fall sharply if further seafarer deaths or vessel losses occur.

Separately, on 7 Sep Iran’s Foreign Ministry spokesman said a deal with Oman on a temporary safe shipping route through the strait is in its final stages and “days away.” Per standing MAGNET S2 convention, and consistent with the kinetic activity above, the strait is assessed as STABLE — PAUSED, NOT RESOLVED; diplomatic movement on a safe-corridor MOU does not equate to a reduction in operational risk to commercial shipping while U.S.-Iran strikes continue.

The Israeli military announced it had cleared Hezbollah fighters from the strategic Ali al-Taher Ridge, then launched an overnight bombing campaign outside its declared security zone on 5 Sep that killed five people and wounded 24 across five locations in southern Lebanon and, for the first time since June, in the western Bekaa. Strikes continued through the weekend: four killed and 20 wounded in Nabatieh, Arab Salim, Nabatieh al-Fawqa, and Kfar Reman on 6 Sep, with the IDF citing retaliation for an attempted Hezbollah drone strike on its soldiers in the occupied buffer zone. Despite the U.S.-brokered June ceasefire, Israeli forces continue to operate inside a self-declared southern Lebanon security zone, and the pace of strikes and casualties has intensified materially since the 260830-1800Z baseline.

Follow-on to MAGNET S2 260828-0400Z: the Italian digital-infrastructure collective Autistici/Inventati (A/I), designated a Specially Designated Global Terrorist entity by OFAC on 26 Aug, announced on 6 Sep that it would permanently shut down all services — 11 days after designation. Banca Etica suspended A/I’s bank account on 1 Sep as a precaution against secondary sanctioning; A/I’s Noblogs blogging platform was separately compromised and defaced after an attacker exploited a software vulnerability to gain privileged access.

A/I stated that continuing to provide services had become incompatible with protecting its users given the sanction’s effect on international banking, domain, and financial-system access. Decentralized-movement and anarchist-adjacent online communities are actively discussing migration to alternative infrastructure providers; MAGNET S2 will monitor for signs the SDGT-designation approach is applied to additional providers (see Emerging Indicators).

MAGNET S2 published a standalone intelligence report (DTG 260831-2200Z) assessing the open-source record underlying Executive Order 14420, signed 26 Aug, which declared a national emergency over foreign-produced bulk-power system equipment. The report finds the order formalizes a multi-year, previously documented policy concern (Volt Typhoon utility-level OT access, undocumented communications hardware in some Chinese-made inverters, and a Russian Sandworm/APT44 campaign against Western energy-sector edge devices) rather than responding to a new incident; no open-source reporting reviewed documents a confirmed compromise of U.S. bulk-transmission grid control systems by any foreign actor to date. The House passed a continuing resolution 370-48 on 1 Sep funding the federal government through 11 Dec, clearing the Senate and heading to the President’s desk. The measure removes shutdown risk ahead of the 30 Sep fiscal-year-end deadline and the November midterm elections, and includes provisions temporarily blocking a proposed OMB rule subjecting federal grant funding to political-appointee review and restricting fund transfers to Border Patrol from other programs.
