STRAIT OF HORMUZ — Diplomatic Track Advances, Kinetic Risk Persists

Iran and Oman have agreed on geographic coordinates for a proposed interim shipping route through the Strait of Hormuz, with Iranian officials describing a framework agreement as awaiting “final approval” as of 8 August. Iran’s Foreign Minister Abbas Araghchi said Tehran is “very close” to a deal but stressed that any Iran-Oman arrangement would not by itself reopen the strait to normal traffic — Iran wants US “amends” for what it characterizes as a violation of the June memorandum of understanding before granting broader access. Iran continues to deny that it is negotiating directly with Washington.

President Trump said on 5 August that reopening was possible “soon” and described “very good discussions” with Tehran, a characterization Iranian officials have not confirmed. The UAE reported on 8 August that Iran struck another vessel in the strait, underscoring that attacks have not stopped even as the diplomatic track progresses. Per standing MAGNET S2 correction, this sequence is being tracked as a genuine easing signal, not as resolution — the strait remains functionally constrained pending an actual signed framework and demonstrated normal transit.

BAB EL-MANDEB — Traffic Adapts Around the Blockade Rather Than Through It

Lloyd’s List Intelligence’s 6 August Red Sea brief shows weekly Bab el-Mandeb transits stabilizing at 266–275 following the initial ~24% decline after the Houthi blockade of Saudi Arabia was declared in mid-to-late July. Mainstream tanker traffic (excluding shadow-fleet vessels) fell more sharply, down 42% in the week immediately following the blockade, before partial recovery.

VLCC traffic through the Suez Canal has quadrupled as vessels loading at Yanbu reduce cargo volumes or partially discharge at Ain Sukhna to meet Suez draft limits — a workaround pattern rather than a resolution of the underlying blockade, which remains formally in effect. No new Houthi attacks on Saudi-flagged or Saudi-linked tankers have been recorded since the 25 July strikes on two VLCCs.

CIVIL UNREST / ICE OVERSIGHT — Delaney Hall: Second ICE-Custody Death in Nine Months [ELEVATED]

Edwin Lopez-Cornejo, a 41-year-old Salvadoran national, died 1 August at University Hospital in Newark after a medical emergency in ICE custody at Delaney Hall. He had been detained since 18 June pending removal under a reinstated prior removal order. ICE stated he “received proper medical care”; his family, joined by immigration advocates, alleges medical negligence, saying he managed seizures, diabetes, and blood pressure with medication.

Physicians for Human Rights identifies this as the 53rd known ICE-custody death under the current administration — a mortality rate PHR characterizes as nearly four times the rate under the prior administration. This is the second Delaney Hall death since Jean Wilson Brutus in December 2025. Newark Mayor Ras Baraka renewed calls citing the facility’s oversight record; protests at the facility resumed but have remained peaceful to date. This is tracked separately from the NJ Department of Health’s ongoing inspection-access litigation against GEO Group, which shows no new court action this cycle.

ISRAEL–LEBANON — Rome Round Seven Ends Without Breakthrough

The seventh round of US-mediated Israel-Lebanon talks, held in Rome 4–6 August, concluded Thursday without a breakthrough on the core disputes: a verification mechanism for Hezbollah disarmament in pilot zones, and an Israeli withdrawal timeline from remaining positions in south Lebanon. Reporting is mixed — Al Jazeera and Israel Hayom characterized the sessions as tense with no practical progress, while later reporting (Vatican News, The New Arab) indicated some movement on border-dispute issues and a preliminary prisoner list, with ICRC involvement in a potential exchange.

Israeli airstrikes continued in south Lebanon during the talks, including a strike on Tebnine that killed one person and wounded eleven; Israel separately ordered residents of Mansouri to evacuate, describing subsequent strikes there as a response to a ceasefire violation. A further round is expected in early September; no date has been set.
