This is a short interim cycle (5 days since last publish) driven by a genuine reversal on the maritime front: on 12 Aug, Houthi missiles struck the Egyptian-owned cargo ship Tihamah near Perim Island, killing at least six — Yemen’s government and Yemen’s Transport Ministry report the first shipping deaths linked to the Houthis since the 28 Feb war began. Separately, the Strait of Hormuz picture is more complicated than last cycle’s easing framing suggested. KEY INCIDENTS

BAB EL-MANDEB — First Houthi-Linked Shipping Deaths of the War

On 12 August, Houthi forces fired missiles at the Egyptian-owned cargo ship Tihamah as it transited near Perim Island in the Bab el-Mandeb strait. Yemen’s internationally recognized government said the attack killed at least six people and wounded ten in a double-tap strike; Yemen’s Transport Ministry identified three Pakistani nationals and one Indonesian national among the dead, with the Houthi-run Saba news agency separately claiming the vessel was carrying Saudi military equipment, a claim not corroborated by Saudi authorities. NBC News reported the toll as four crewmembers and two rescuers killed, indicating some casualty-count uncertainty across sourcing that should be treated as unresolved pending further confirmation.

This marks the first shipping fatalities directly attributed to the Houthis since the US-Israeli war on Iran began 28 February, and comes amid the collapse of the years-long UN-backed Yemen truce following a 13 July Saudi strike on Sanaa airport. Separately, UKMTO reported a cargo ship struck by an unidentified projectile near Oman the same week. This directly reverses last cycle’s assessment that Bab el-Mandeb traffic had stabilized without new attacks — that assessment is superseded.

STRAIT OF HORMUZ — Blockade Enforcement Turns Kinetic

The US reimposed its naval blockade of Iranian ports on 14 July after the June memorandum of understanding appeared to collapse. Enforcement has escalated in method: on 11 August, a US Navy MH-60 helicopter fired two Hellfire missiles into the engine room of the Panama-flagged container ship Vela Nova in the Gulf of Oman after its civilian crew ignored repeated warnings, disabling its steering. CENTCOM confirmed this is the third vessel disabled by direct weapons fire since the blockade resumed, following the Curaçao-flagged Belma (17 Jul) and Mozambique-flagged Lavine (24 Jul); as of 11 August CENTCOM has also redirected 55 commercial vessels and boarded 2. No casualties were reported in the Vela Nova strike; the crew was transferred to another vessel.

This occurs in parallel with continued Iran-Oman diplomatic movement — Iran’s FM again described a route-coordinate deal as in its “final stages” on 8–9 August, while an IRGC spokesman publicly rejected any US role in the talks. The diplomatic and kinetic tracks are running simultaneously, not sequentially — members should not read talks progress as reducing operational risk in the strait.

MECCA JOINT DEFENCE AGREEMENT — New Regional Security Architecture

On 7 August, Saudi Crown Prince Mohammed bin Salman, Turkish President Recep Tayyip Erdogan, and Pakistani Prime Minister Shehbaz Sharif signed the Mecca Joint Defence Agreement, a collective-defense pact stipulating that an attack on any one signatory will be treated as an attack on all three — built on a prior bilateral Saudi-Pakistan defense agreement from September 2025. The three countries combine roughly 1.4 million active military personnel, Pakistan’s status as the only nuclear-armed Muslim-majority state, and Turkey’s NATO-second-largest conventional military. Turkish Foreign Minister Hakan Fidan said the pact is intended to expand beyond the founding three.

Analysts characterize it as a regional security-cooperation framework rather than a direct NATO analog, and Pakistani officials have stated it is not aimed at Iran specifically — but the timing, amid the ongoing Iran war and Gulf chokepoint disruption, has drawn broad regional and analyst attention as a potential inflection point in Middle East/South Asia security alignment. This item fell inside last cycle’s reporting window (3–9 Aug) but was not captured in that sweep; it is included now as a correction.

DELANEY HALL — Third Death Disclosed After Weeks of Non-Reporting

Guatemalan national Jose Chajon-Raxon was processed into Delaney Hall on 18 July. The following day, a nurse responding to another emergency observed him experiencing seizure-like activity; he was hospitalized and, per DHS, released from ICE custody on 22 July. He later died. DHS did not publicly disclose the death — it first became known when Rep. Rob Menendez (D-NJ) revealed it during an 3 August press call, and DHS did not confirm it in an on-record statement until the night of 13 August, more than three weeks after the medical event.

DHS’s position is that ICE bears no responsibility for monitoring or reviewing deaths once an individual is no longer in custody, characterizing this as “common sense.” Menendez and immigration advocates dispute this framing, noting Chajon-Raxon was in custody for roughly 24 hours before the medical event and that the University Hospital ambulance response for both this incident and the 1 August Lopez-Cornejo death reportedly took over 30 minutes — a claim University Hospital has disputed without providing further detail, citing patient confidentiality. This is the third confirmed death connected to Delaney Hall, following Jean Wilson Brutus (Dec 2025) and Edwin Lopez-Cornejo (1 Aug 2026, reported last cycle).

DHS DOMESTIC SURVEILLANCE — Confirmed Targeting of Non-Criminal Advocacy Groups

Court filings unsealed 13 August in the federal case against 15 people charged over the Minneapolis-St. Paul immigration crackdown reveal that DHS ran two undercover surveillance programs — “Operation Puppet Master” and “Project Whipple Shield” — targeting labor unions (CWA, SEIU, AFL-CIO), the Sunrise Movement climate group, Twin Cities DSA chapters, and other left-leaning organizations never accused of a crime. Documented tactics include undercover agents infiltrating meetings at churches and libraries, covert recording of conversations, infiltration of Signal group chats, and administrative subpoenas used to obtain financial records; defense attorneys additionally allege Clearview AI facial-recognition use, which has not been independently confirmed by DHS.

The operation followed a roughly three-month, ~3,000-officer DHS deployment to the Twin Cities — described by DHS as its largest immigration enforcement operation ever — which produced two fatal shootings of US citizens by federal agents, including nurse Alex Pretti, shot in late January while filming officers. Operation Puppet Master reportedly opened four days after the Pretti shooting, but its investigative target was the protest-adjacent advocacy organizations rather than the agents involved in the shooting. The legal basis is National Security Presidential Memorandum-7 (NSPM-7, signed 25 Sep 2025), which directs DOJ/DHS/FBI Joint Terrorism Task Forces to investigate “domestic terrorism and organized political violence” using a definition that names “anti-capitalism,” “anti-Christianity,” and opposition to administration policy as threat indicators; 31 members of Congress have formally raised constitutional concerns about the memo’s scope.
