MAGCON STATUS
MAGCON
LEVEL 3
ELEVATED
MAGCON holds at Level 3 – ELEVATED per standing operator direction. U.S. fuel prices eased for a second week: EIA's national diesel average fell 18 cents to $6.20/gal (5 Oct), with declines in every region, though prices remain 56–73% above a year ago. Two federal actions targeted diesel costs — a 5 Oct executive order allowing tax-exempt dyed diesel on highways, and a 9 Oct agreement licensing Russian diesel exports — but analysts assess both as modest relative to the global refining shortfall, and U.S. distillate stocks remain 13.5% below last year. EIA's Winter Fuels Outlook projects heating-oil households will spend ~21% more this winter. New this week: the FBI disrupted an ISIS-inspired mass-shooting plot targeting the Mall of America on 24 Oct, and an American was among 12 killed in a 10 Oct Houthi-attributed missile strike on Riyadh's airport. Joliet refinery restart remains unconfirmed.

Upgrade triggers to L2 – HIGH remain unmet: verified U.S. fuel purchase limits or sustained diesel outages; new diesel highs or extended Joliet downtime; resumed U.S.–Iran kinetic action against the U.S. homeland or forces; or credible, sourced election-related or enforcement-related violence.
TREND VS LAST WEEK: STABLE — FUEL PRICES EASING / NEW CONUS TERRORISM PLOT DISRUPTED / AMERICAN KILLED ABROAD / WINTER HEATING-OIL EXPOSURE
PRIMARY RISK DRIVERS
  • Diesel eased: EIA national average $6.20/gal (5 Oct), down $0.18 week-over-week and down in all regions; AAA ~$6.31. Prices remain 56–73% above a year ago; West Coast ~$7.29 [1][2].
  • NEW — Executive order (5 Oct) allows off-road dyed diesel on highways for the remainder of 2026 and defers the 24.4¢/gal federal excise tax; analysts expect ~25¢/gal savings for newly eligible users and possible local supply strain [3][4].
  • NEW — Trump–Putin diesel agreement (9 Oct): Treasury/OFAC temporary license for Russian diesel exports; up to ~3M tons announced. ULSD futures fell 4.6% to $4.73/gal; analysts call volumes uncertain and too small to resolve the global shortage [5][6].
  • NEW — EIA Winter Fuels Outlook (7 Oct): heating-oil household spending +21% this winter (prices ~34% higher), concentrated in the Northeast; natural gas −9%, propane −3%, electricity +4% [8].
  • NEW — FBI disrupted an alleged ISIS-inspired mass-shooting plot against the Mall of America planned for 24 Oct; Richfield, MN man charged (6–7 Oct) [12].
  • NEW — One American among 12 killed in a 10 Oct missile strike on Riyadh's King Khalid International Airport attributed to the Houthis; U.S. Embassy advises citizens to avoid the airport [13].
  • ShinyHunters/FBI breach: multiple arrests (Netherlands, Pennsylvania, Jordan); FBI attributes intrusion to a missed patch on a third-party platform; breach scope still unconfirmed [16].
  • Holiday air travel: Hopper projects Thanksgiving fares $402 (+31%) and Christmas $452 (+23%), the most expensive season in a decade [9].
DELTA SUMMARY – CHANGES FROM LAST REPORT (261004-1800Z)
TOPICDELTA FROM 261004-1800Z
Diesel / Fuel PricesIMPROVING — PRICE ONLY, NOT RESOLVED. EIA diesel $6.20/gal (5 Oct), down 18¢; all regions declined, nine from a 21 Sep peak. Still 56–73% above a year ago by region; West Coast ~$7.29. No verified purchase limits or sustained outages; September 'out of diesel' claims were anecdotal and GasBuddy reported no wide outages. U.S. distillate stocks 13.5% below last year.
Dyed-Diesel Executive Order (5 Oct)NEW — LIMITED EXPECTED EFFECT. Order temporarily permits off-road dyed diesel for highway use through year-end and directs Treasury to defer the 24.4¢/gal federal excise tax, with states encouraged to match. Analysts expect ~25¢/gal savings for newly eligible users; dyed diesel is sold at limited locations, broader demand could tighten local supply, and differing state rules may complicate interstate trucking.
U.S.–Russia Diesel Agreement (9 Oct)NEW — SANCTIONS LICENSE ISSUED. OFAC issued a temporary general license for Russian diesel exports; President Trump announced ~300,000 tons immediately, 500,000 tons in November and more thereafter (up to ~3M tons). ULSD futures −4.6% to $4.73/gal. Atlantic Council assesses volumes as uncertain and too small. Zelensky called it 'a gift to Putin'; Ukraine struck the Novoshakhtinsk refinery terminal hours later.
Winter Heating Costs (EIA, 7 Oct)NEW — HEATING OIL +21%. Heating-oil household spending projected +21% (prices ~34% higher, partly offset by a warmer forecast); Northeast hit hardest. U.S. distillate stocks expected ~11% below the five-year average in Q4. Natural gas −9%, propane −3%, electricity +4%.
Exxon Joliet Refinery (IL)ONGOING — RESTART UNCONFIRMED. No restart confirmation located since 22 Sep reporting that the plant remained mostly offline after the 13 Sep ComEd failure and flooding. Grid-to-Energy watch item remains open.
Mall of America ISIS Plot (MN)NEW — CONUS PLOT DISRUPTED. FBI arrested Sheikhdoon Abdullahi Mohamud, 18, of Richfield, MN on 6 Oct; charged by complaint with receiving a firearm and ammunition to commit a federal crime of terrorism. He allegedly planned a 24 Oct mass shooting (30–60 victims) and bought an FBI-inerted AK-47. DOJ-sourced [12].
Riyadh Airport Strike — American KilledNEW — U.S. CITIZEN DEATH ABROAD. 10 Oct missile strike on King Khalid International Airport killed 12, including one American, and wounded 309; coalition blames the Houthis. Further attacks on Riyadh and Dammam airports through 11 Oct; ~291 flights canceled. Secretary Rubio condemned the strike; President Trump said the U.S. 'may' join Saudi strikes.
Strait of Hormuz (brief — U.S. fuel-price nexus)STABLE — PAUSED, NOT RESOLVED. President Trump said (8 Oct) the U.S. will not strike Iran before 3 Nov; blockade continues. IRGC struck an LPG tanker 9 Oct; a tanker hit a mine; CENTCOM disabled M/V Ocean Molica 10 Oct. Iran called the latest U.S. response 'insufficient' (11 Oct). Brent ~$104 [14][15].
ShinyHunters / FBI Personnel DataIMPROVING — ARRESTS MADE; SCOPE UNCONFIRMED. Alleged leader arrested in the Netherlands (29 Sep); a Canadian national arrested in Pennsylvania this week; a suspect detained in Jordan reportedly cooperating. FBI attributes the intrusion to a missed security update on a third-party vendor platform and removed an Accenture contractor. Record counts and data types not confirmed.
CISA KEV (1–8 Oct)NEW — ENTERPRISE ITEMS; NO CONSUMER PATCH. Eight additions: Fortinet FortiMail CVE-2026-104286 (CVSS 9.8), Zammad CVE-2026-102489/102490, Citrix NetScaler CVE-2026-88779, and four legacy flaws added 8 Oct (ProFTPD 10.0, ISC BIND 7.5, ONLYOFFICE 9.8, Strapi 4.9) with 3-day federal deadlines [17][18].
NO CHANGE:
  • NO CHANGE — Election Security: No new incident identified; DoD foreign-interference directive remains in effect through 3 Nov.
  • NO CHANGE — Civil Unrest: No qualifying incident. 7 Oct anniversary events in NYC drew protests without reported violence. Bronx protests after the 8 Oct ICE shooting involved 'scuffles' but no documented violence meeting the reporting standard [19].

KEY INCIDENTS
ENERGY — DIESEL EASES AS WASHINGTON ACTS; WINTER HEATING-OIL COSTS RISE

U.S. on-highway diesel fell for a second consecutive week, to an EIA national average of $6.20/gal on 5 October, down 18 cents, with declines in every region. Prices nonetheless remain 56–73% above a year earlier across regions, and the West Coast remains near $7.29 [1][2]. No verified purchase limits or sustained station outages have been reported; earlier 'out of diesel' claims were anecdotal, and GasBuddy reported no high-level outages in its data [11].

On 5 October the President signed an order temporarily allowing off-road dyed diesel to be used on highways through year-end and directing Treasury to defer the 24.4-cent federal excise tax. Analysts expect savings of roughly 25 cents per gallon for newly eligible users, but note dyed diesel is sold at limited locations and wider demand could tighten local supply [3][4]. On 9 October the President announced an agreement with Russia, backed by a temporary OFAC license, to export Russian diesel to the U.S. and global markets; ULSD futures fell 4.6% to $4.73/gal that day [5][6]. Analysts describe the volumes as uncertain and too small to offset the global refining loss, and Ukraine struck a Russian refinery terminal hours after the announcement [5][7].

EIA's Winter Fuels Outlook (7 October) projects heating-oil households will spend about 21% more this winter, with prices about 34% higher, concentrated in the Northeast; distillate stocks are expected to sit about 11% below the five-year average in Q4 [8]. Assessment: near-term pump relief is real but fragile. The structural distillate shortage persists, Joliet's restart is unconfirmed [10], and Northeast households face the sharpest winter cost increase. L2 triggers are not met.

TERRORISM — ISIS-INSPIRED MALL OF AMERICA PLOT DISRUPTED (BLOOMINGTON, MN)

The FBI arrested Sheikhdoon Abdullahi Mohamud, 18, of Richfield, Minnesota, on 6 October; he was charged by complaint on 7 October with knowingly receiving a firearm and ammunition to commit a federal crime of terrorism. According to DOJ, he allegedly planned a mass shooting at the Mall of America on 24 October, discussed killing 30 to 60 people, and had pledged allegiance to ISIS in a video. He allegedly paid about $600 for an AK-47, magazines and ammunition in an FBI undercover sale; the rifle had been rendered inert [12].

Assessment: the plot was disrupted before execution and there is no public indication of co-conspirators. It reinforces the lone-actor threat to crowded retail and event venues heading into the holiday season. The complaint is an allegation; the defendant is presumed innocent.

AMERICANS ABROAD — U.S. CITIZEN KILLED IN RIYADH AIRPORT STRIKE

A missile struck King Khalid International Airport in Riyadh on 10 October, killing at least 12 people, including one American, and wounding 309, according to Saudi officials. The Saudi-led coalition blamed the Houthis; further attacks hit Riyadh and Dammam airports through 11 October, and at least 291 flights were canceled. Secretary of State Rubio condemned the strike, and the U.S. Embassy advised citizens to avoid the airport [13][14].

Assessment: brief mention under the CONUS-primary standard because a U.S. citizen was killed. Operators or family members traveling to or through Saudi Arabia should reassess plans. Separately, the Hormuz situation remains STABLE — PAUSED, NOT RESOLVED; the President said the U.S. will not strike Iran before 3 November [14][15].
